Description: 

The Land Conservation and Planning (LCP) subsection is offering an exciting opportunity in land conservation, working closely with land managers across the state to conserve priority land acquisitions, expanding the Florida Wildlife Corridor, and adding to more than six million acres within our Wildlife Management Area system. The position advertised is for a Land Acquisition Review Agent in the Wildlife and Habitat Management section of the Division of Habitat and Species Conservation of FWC.   

 

Duties:

Coordinates intra-agency, inter-agency, and stakeholder interaction and communication on projects, proposals (acquisitions and grants), plans, and issues related to land acquisition, expanding collaboration and partnerships for project success.

Participates in the management of the Commission’s Florida Forever land acquisition program and land management planning programs. Helps in the maintenance, coordination, and development of land conservation and acquisition programs and associated projects on a statewide basis. Provides information and presentations to the Acquisition and Restoration Council (ARC) and an advisory council to the Board of Trustees (Governor and Cabinet) on state land acquisition and management issues.

Contributes to a collaborative and consensus building decision making process on land conservation projects, conservation proposals and similar initiatives.

Participates as a member of a team of land acquisition and land management planning professionals in all elements of conservation acquisition and planning programs through project design, implementation, and completion.

Description of Duties:

This position is within the Aquatic Habitat Conservation and Restoration Section (AHCR). The position will work within the Southwest Florida AHCR multidisciplinary team to develop freshwater, marine, and estuarine wetland and aquatic habitat restoration and enhancement projects to benefit fish and wildlife resources.

Identify, develop, coordinate, and implement wetland and aquatic habitat restoration projects that maximize benefits to fish and wildlife resources, including removal of nuisance vegetation and organic sediments, herbicide treatment of aquatic plants, planting of beneficial wetland vegetation species, prescribed burning and utilization of other wetland restoration techniques.

Procure necessary state and federal permits required for project implementation. Develop project bid documents and contracts.  Provide contract management and contractor oversight of approved aquatic habitat enhancement projects.

Work across FWC divisions and cooperate with other federal and state agencies, non-governmental organizations, the private sector, and others as appropriate to implement FWC’s aquatic habitat restoration program, including participating in and providing input to internal (FWC sponsored) and external (non-FWC sponsored) aquatic resource management groups.

Description: 

The position advertised is for a Land Conservation Planner in the Land Conservation and Planning group of the Wildlife and Habitat Management Section within the Division of Habitat and Species Conservation of FWC. This program is responsible for the administration and implementation of the FWC’s land acquisition and land management planning programs, as well as numerous other land conservation and management work projects on a statewide basis. These include: FWC liaison to the Acquisition and Restoration Council (ARC); administering the FWC Florida Forever Inholdings and Additions Land Acquisition Program; intra-agency, inter-agency, and stakeholder coordination; and public meeting facilitation. Other work duties include projects requiring extensive Geographic Information System (GIS) analysis, review of new legislation, policy development, issue teams, and other special projects relating to conservation acquisition, planning, and land management issues. 

 

Duties:

The incumbent is responsible for the following:

 

Assist with and coordinate the development and updating of Management Plans for Wildlife Management Areas (WMAs) and Wildlife Environmental Areas (WEAs), including coordination with area biologists, outreach to relevant stakeholders, and travel to the area for site visits. Includes extensive coordination with local and county-level entities, stakeholders, other FWC staff, and other State agencies (e.g., Florida Forest Service, Water Management Districts, Department of Environmental Protection) to ensure all statutory components of Management Plans are completed. 

Assist with the development and updating of GIS data including sharing, editing, and managing data used by the Division, the Agency at large, and in some cases the larger State system. Develop GIS layers and GIS analysis for commission-managed lands, Florida Forever projects, and potential acquisitions. This includes in-depth review and interpretation of deeds, leases, and other legal documents to develop and verify boundary polygons. Also, assist with evaluation and updating of GIS models, layers, and templates.

Assist with the design, execution, and travel for Management Advisory Group (MAG) stakeholder meetings and public hearings, which are required components for the development of Management Plans for State-owned conservation lands. This includes contacting stakeholders; researching and compiling baseline data and Management Prospectus documents; ensuring public meeting reservations are made; ongoing and timely communication with area biologists and other relevant staff; and coordinating and executing internal meetings to properly accomplish the Management Plan development requirements. In addition, travel to assist other Conservation Planners with the execution of assigned MAGs and public hearings. Travel for this position requires travel for up to five days at a time 8-10 times per year to conduct site visits, host public meetings, and/or assist fellow planners with the execution of assigned meetings and public hearings.

Attend internal meetings including staff meetings, coordination meetings with other sections and biologists, and any other necessary meetings to assist in the accomplishment of management plan development and land acquisition projects.

Present FWC Management Plans at ARC meetings, attend ARC meetings, and travel to periodic council meetings that occur outside of Tallahassee.

Coordinate and perform the review of Management Plans and Management Plan Amendments submitted by other agencies to ARC, as required by Florida Statutes. 

Assist in the coordination and possible attendance of Land Management Reviews for FWC-managed areas. 

Assist section with development, coordination, and/or implementation of the other necessary projects as appropriate, such as acquisition project evaluation, Florida Forever prioritization, office purchasing, vehicle maintenance, etc.
